localtime meaning

Comments or questions specific to the features of ECL Watch

In the graphs properties section there is a column titled "localTime" and another titled "totalTime".

Question1: what is the value found in localTime
Question2: is the local time the place I should look for the longest running processes or is there another place to look?

I was under the impression that localTime was the total time that single processID took to process. (activityID=processID)

Other observations:
Some processIds have the same time in both localTime and totalTime.
Some processIds have no value at all in either localTime or totalTime.

Just looking for more insight into what values are stored here and why they would be blank.
