ECL IDE Installer blocked/removed by Norton EndPoint Protec

After downloading the ECL IDE installer, Norton EndPoint Protection removed the file and reported it as suspicious.

It says the suspected threat is Suspiscious.Cloud.7.EP.

Has anyone else encountered this?
